Gamemakers are Capitolites (with rare exceptions) who design, build, and (inasmuch as is possible) control the Hunger Games each year. Junior Gamemakers may have any variety of roles, from coding software to designing mutts to building the physical architecture of the Arena. Head Gamemakers design the overarching concepts for each year's Hunger Games and have ultimate control over the Arena and Games; they are also implicitly charged with both entertaining the Capitol and subduing the Districts, and may find their lives on the line if President Coriolanus Snow is dissatisfied with their work.
