Peacekeepers are the law enforcers of Panem. Primarily recruited from District 2, generally teenagers who grew up under Career training but were never reaped, or never volunteered. You can also find a mix of Capitolites in the ranks of Peacekeepers, those who get into debt find that working it off with the white uniform fixes all of your problems. There are some Peacekeepers from the other Career districts, but primarily the ranks are filled with those from District 2 and Capitolites that have run into a bit of trouble. Stationed all over Panem they are easy to spot with their white uniforms and helmets, not to be trifled with they enforce laws without hesitating.

The Peacekeepers comprise a gendarmerie (a military charged with police duties) which is controlled by the Capitol, and tasked with maintaining order throughout the nation of Panem. They essentially act as the government's internal security force in the various districts, led by a Head Peacekeeper who is in charge of the local garrison. They ensure that the Capitol's laws are obeyed, and punish those who break them. Peacekeepers serve as the Capitol's main instrument of control and repression, by arresting political dissidents as well as common criminals. Peacekeepers also form the bulk of the Capitol's army, serving as foot soldiers and piloting hovercrafts.
