Eyes of Argos
Eyes of Argos was a site-wide plot that took place in spring 2020, concurrent with the 84th Hunger Games. Inter-district communications and travel were shut down after series of events culminating in the death of President Snow.

Description
Eyes of Argos was developed through a series of discussions between unnamed Capitol operatives and news releases from the Capitol.
Timeline
January 19
District 6 is hit by explosions and a textile mill in District 8 collapses on the same day. The attacks were attributed to terrorists.
January 20
President Snow declares a state of emergency. Districts 6, 8, 9 and 11 are placed on lockdown.
January 24
The Capitol offers aid to District 11 and implements dry good rations across Panem due to the agricultural loss.
January 31
Four people were arrested in connection to a plot to burn down the Games training center.
February 1
The preexisting lockdown is expanded to all districts. Travel is suspended and power and communications are rationed.
February 3
President Snow himself is implicated in the training center arson plot and placed under house arrest. An interim council is assembled to handle matters of governance.
February 20
President Snow is found dead in his home. No foul play is suspected.
March 17
The lockdown is lifted.
Aftermath
Government Changes
The interim council assembled during Snow's house arrest becomes a permanent fixture, with liaisons to the Capitol and each of the twelve above-ground districts.
