Caesar Flickerman is a canon character from Suzanne Collins' Hunger Games novel series.
As a canon character from the books, Caesar is an NPC used by any and all writers on HGRPG should they wish to reference him in posts. <p>Another popular book-canon NPC to use in posts is President Snow.
