Non-playable characters (NPCs) are characters who are not available to be claimed by members. These may be interacted with in posts but may not be officially owned; this includes characters who serve administrative or logistical functions, such as President Snow.

In addition, Victors prior to the 54th are NPCs, Stylists must be NPCs unless they are awarded to a member who is chosen as a Games MVP, and young children may not be bio'ed until they are five years old.

The term "NPC" is also used interchangeably for non-played characters, who are secondary characters not currently owned by anyone (but are allowed to be). This page is specifically for categorizing administrative and other unavailable characters.
